    Abstract: A device can receive, from a network device, a request to create an internet protocol (IP) session for a user device. The device can allocate an IP address for the user device and a first tunnel endpoint identifier associated with a tunnel. The IP address can include a first set of bits associated with a location identifier and a second set of bits associated with a device identifier. The device can provide a response to the network device, and can receive a request that includes a second tunnel endpoint identifier associated with the tunnel. The device can provide the IP address and the first and second tunnel endpoint identifiers to be stored using a data structure. The device can provide a response to the network device indicating to establish the downlink portion of the IP session, and can perform one or more actions associated with managing the IP session.

The network slice deployment service includes storing network resource and capability information that indicates available network resources in a network. Network level requirement information pertaining to a request for network service from a user is generated. The network slice deployment service calculates network resource utilization associated with available network resources so that optimal usage of network resources can be selected and end-to-end network slice deployment layout information can be generated and used to provision a network slice deployment layout that supports the request for network service.

The device can determine a capability of a set of receiver user equipment utilizing capability information stored in a data structure. The device can selectively provide the RCS message to the set of receiver user equipment utilizing the non-IMS RCS messaging based on the capability of the set of receiver user equipment, or provide the RCS message to the set of receiver user equipment without utilizing the non-IMS RCS messaging based on the capability of the set of receiver user equipment.
