Abstract: An apparatus and method for supporting a handover of a mobile terminal without a Global Positioning System (GPS) are provided. The method includes receiving a sub-cell IDentifier (ID) from a Base Station (BS) using Transmission Parameter Signaling (TPS), recognizing a location of the mobile terminal using the received sub-cell ID, and determining a candidate group of adjacent cells, to which the handover is possible, using the recognized location information of the mobile terminal.
