    Abstract: The present invention provides a thin-film capacitor device having a charging circuit and a discharge circuit and capable of stably producing a constant voltage during discharging a thin-film capacitor by an inexpensive configuration. The thin-film capacitor device is characterized by a hybrid type for temporarily storing charge upon receiving DC current from the thin-film capacitor while the voltage becomes lowering, and for supplying DC current in a state of a DC/DC inverter having a base voltage remaining so that a discharge effect continues until the amount of storage in the thin-film capacitor completely runs out.

    Abstract: The present invention provides a method and so on for manufacturing an electrode collector which enables rapid charge and discharge and can be used in battery or capacitor electrodes. The invention is directed to an electrode collector that has fine titanium oxide particles having a large specific surface and surface-modified by means of an organic liquid metal such as vanadium, and to a method for manufacturing the same. This electrode collector can implement a collector with excellent rapid charge and discharge for use in batteries and capacitors. The fine titanium oxide particles may have an anatase-type crystal structure. These electrode collectors can be used as electrodes, lithium-ion batteries and capacitors.

    Abstract: It is possible to prevent overcurrent from flowing at the time of initially charging thin-film capacitors with an inexpensive configuration. There are provided a direct current power supply DC supplying direct current to plural thin-film capacitors, resistors connected in series to the respective thin-film capacitors for limiting the current value of the direct current to be supplied from the direct current power supply DC to the thin-film capacitors, and series-parallel system changeover switches SW connected in series to the respective thin-film capacitors and having one contacts establishing, when selected, a series connection short-circuiting both ends of each thin-film capacitor and other contacts establishing, when selected, parallel connections supplying direct current through the resistors to the thin-film capacitors.
