    Abstract: To equalize loads of a hierarchy-type network system, the loads at the lower levels of the system are taken into account. In an arbitrary 3-level hierarchy (n to n+2 levels), a node of the n+1 level obtains, from each of one or more nodes of the n+2 level, load information thereof, calculates the spare resource-amount thereof on the basis of the obtained load information and load information thereof, and transmits the calculated spare resource-amount thereof to a node of the n level. The node of the n level calculates weighting values on the basis of the spare resource-amounts obtained from each of the nodes of the n+1 level, and distributes a received processing request to either one of the nodes of the n+1 level on the basis of the calculated weighting values.

A problematic device is prohibited from being selected as a connection-destination device at the time of a call setup and the problem restoration is monitored by using the gate keepers and the gateway devices. Further, a device having invalid attribute information is prohibited from being selected as a connection-destination device at the time of call-setup, and the restoration of the attribute information is notified to the overall network.

The system can offer the stable service even in the case of an access from the client and also can offer a preferential service under certain conditions. The request from the client to the server is carried out via a data communication forwarding apparatus, the apparatus has a unit for queuing the request with a priority and has a unit for changing the forwarding sequence of the request according to the priority. Thereby the number of simultaneous requests to the server can be suppressed to within the processing ability of the server with the stable service. Further, the request can be preferentially processed according to the user, transaction, wait time, etc.
