    Abstract: Methods, systems, and devices for wireless communications are described. In some cases, a first user equipment (UE) within a coverage area of a base station may determine a power control configuration. The first UE may transmit an indication of the power control configuration to a second UE, which may adjust one or more power control parameters based on the indication. The one or more power control parameters may include a target received power, a compensation factor, a downlink path loss between the base station and the first UE, or a combination thereof. The second UE may use the adjusted one or more power control parameters to determine a transmit power and may transmit a message to the first UE with the determined transmit power. In some cases, the second UE may be outside of the coverage area of the base station.

A user equipment (UE) may receive a first kind of synchronization signals from a first synchronization source and may receive a second kind of synchronization signals from a second synchronization source. Additionally, the UE may determine a first priority for the first synchronization source and a second priority for the second synchronization source based on whether each synchronization source is connected to a global navigation satellite system from information in the synchronization signals. Accordingly, the UE may then select the synchronization source with the higher priority and communicate with one or more additional UEs based on synchronizing with the selected synchronization source. In some cases, the first kind of synchronization signals may include sidelink synchronization signals, and the second kind of synchronization signals may include data-based synchronization signals (e.g., demodulation reference signals).

Generally, the described techniques provide for efficiently performing and reporting reference signal received power (RSRP) measurements. In particular, the techniques described herein may allow a user equipment (UE) to efficiently identify reference signals on which to perform RSRP measurements (e.g., based on signaling from a base station), identify when to report RSRP measurements (e.g., aperiodically, periodically, or semi-persistently), and identify a channel on which to report RSRP measurements (e.g., a sidelink channel or an uplink channel). In addition, the techniques described herein may also allow a UE to efficiently identify open loop parameters to use to determine an appropriate transmit power for transmitting to another UE over a sidelink.

A sidelink device determines an exclusion parameter for excluding communication resources for transmitting a data packet over a sidelink channel. The sidelink device transmits the data packet using the communication resources selected for the initial transmission in the first CW.     Abstract: Aspects of the disclosure relate to methods and apparatus for scheduling traffic between a transmitting device and a receiving device. A transmitting device negotiates with a receiving device to reserve a slot for communicating data with the receiving device and determines whether the transmitting device is a master or a slave with respect to the receiving device. If the transmitting device is the master, the transmitting device sends, at a beginning of the slot, a transmission priority (TxP) signal, wherein the TxP signal indicates that the transmitting device intends and has priority to transmit the data in the slot. The transmitting device then receives, from the receiving device, a clear-to-send (CTS) message in the slot based on the TxP signal, and transmits the data to the receiving device in the slot upon receiving the CTS message. The accumulation may be based on any of a CBR, a CR, and/or a feedback rate. A first UE that is initiating sidelink communications may evaluate whether the sidelink connection can support a quality of service (QoS) for a data flow prior to admitting the data flow. The first UE may evaluate a link quality with one or more other UEs that are to use the data flow on the sidelink connection, evaluate system congestion of time/frequency resources that are available for the sidelink connection, or any combinations thereof, and admit the data flow based on the evaluation. A link quality of the sidelink connection may be determined based on a type of communication associated with the data flow, such as unicast communications with one other UE, multicast communications with multiple other UEs, or broadcast transmissions to multiple UEs.
