Insertion of a card deflects the arm against the action of a restoring force from the card path thereby also turning the card stop out of the card path. If a card of insufficient length is stuck in the card reader, it is pushed further by the inserted card and passes the deflected, i.e. effectless, card stop and is discharged from the card reader.
