    Abstract: A UE may receive, from a serving cell, an activation indication for an SCell, receiving a first reference signal from the SCell, the first reference signal including at least one temporary reference signal, identify whether a second reference signal is received after processing the activation indication and before an expiration of an SCell activation time, and activate, upon identifying that the second reference signal is received, the SCell based on one or more reference signals including at least one of the first reference signal or the second reference signal. The UE may activate the SCell no later than in slot n+K, and K may be determined based on at least in part the SCell activation time.

Some wireless communications systems may support multicast communications, which may relate to a multicast service (for example, a multimedia broadcast multicast service (MBMS)). A communications device such as a UE may transition from an inactive or idle state to a connected state to receive multicast services and provide feedback to the network. A wireless network may implement different techniques to trigger the UE to transition from the idle or inactive state into the RRC connected state to receive multicast services. For example, the UE may receive a trigger message that indicates that the one or more multicast services are available for use by the UE, and the UE may determine whether to transition to an RRC connected state to receive the multicast services based on the trigger message.

In some cases, the additional control signaling may include resource allocation information for the virtual cell group, such that the UE may communicate multiple shared channels via different cells in the virtual cell group using the resources indicated in the resource allocation information. A user equipment (UE) may receive a configuration for a group-common physical downlink shared channel (PDSCH), where the group-common PDSCH is repeated for a number of repetitions. Accordingly, the UE may determine this number of repetitions and then monitor for the group-common PDSCH based on the number of repetitions. In some implementations, the group-common PDSCH may include a semi-static repetition scheme, where the number of repetitions is indicated via a group aggregation factor. Additionally or alternatively, the group-common PDSCH may include a dynamic repetition scheme, where the number of repetitions is indicated via a group repetition number. Additionally, the techniques described herein may enable the configuration for the repeated group-common PDSCH to include gaps between each repetition of the group-common PDSCH and for the UE to transmit acknowledgment feedback for the repetitions of the group-common PDSCH.

The closed loop power control parameter may be indicated by a base station in a separate message than a downlink control information (DCI) scheduling the multicast transmission. For example, the base station may transmit the indication of the closed loop power control parameter in a group-transmit power control DCI or in a configuration for transmitting sounding reference signals. Additionally, the UE may adjust a transmit power for the acknowledgment feedback based on whether or not a DCI scheduling a retransmission is received in a time window after transmitting the acknowledgment feedback.

Generally, the described techniques provide for efficiently allocating resources for multicast feedback from one or more user equipment (UEs) and efficiently retransmitting information in transport blocks to the one or more UEs. If a UE fails to decode one or more transport blocks of a set of transport blocks from a base station, the UE may report feedback, such as a negative acknowledgment (NACK), to the base station. The base station may receive the feedback from the UE and potentially from other UEs that failed to decode one or more transport blocks of the set of transport blocks, and the base station may multicast one or more outer-coded transport blocks to the UEs. Each of the outer-coded transport blocks may include a different combination (for example, a linear combination) of transport blocks of the set of transport blocks.
