    Abstract: A vehicle communication system includes an on-board device that transmits a position detection signal; and a portable device that receives the position detection signal and transmits a response signal. The portable device detects a walk state of a user holding the portable device; and transmits a walk state signal that indicates the walk state. The on-board device receives the response signal and the walk state signal transmitted from the portable device, and determines whether or not a vehicle door needs to be locked, based on the signals thus received. Upon determining that the vehicle door needs to be locked, the on-board device outputs a lock signal.

The on-board control device includes: a detection unit configured to detect the mobile device, and is configured to unlock only a specific door of the plurality of doors provided on the vehicle upon receiving the operation signal from the mobile device without the mobile device being detected by the detection unit.
