    Abstract: A lighting film 1 includes a base member 10 which has light-transmitting properties, a plurality of protrusion portions 11 which have light-transmitting properties and are formed on one surface of the base member 10 so as to be adjacent to each other, and a gap portion 12 which is formed between the protrusion portions. In the protrusion portion 11, a first end surface 11a on the base member 10 side or a second end surface 11b on an opposite side to the base member 10 is configured as a light incidence end surface, and a side surface 11c which comes into contact with the gap portion 12 is configured as a reflective surface of totally reflecting light which is incident from the light incidence end surface. The base member 10 or a member that is formed on one surface of the base member 10 and has light-transmitting properties is exposed in the gap portion 12.

The multilayer substrate of one embodiment includes a first layer and a second layer disposed adjacently to the first layer. The refractive index of the second layer varies continuously from an interface where the second layer is adjacent to the first layer in a direction from the first layer, with the variation being started at a value of the refractive index at the interface where the first layer is adjacent to the second layer.
