    Abstract: A radio communication control device controls handover of a user terminal in a radio communication system including a base station and a mobile relay station. The radio communication control device includes a processor. The processor determines whether a handover condition is satisfied based on received power of a radio signal detected by the user terminal. The radio signal is transmitted from the base station or the relay station. The processor estimates first communication amount representing communication amount of the user terminal in an estimation period in a case where the handover is executed and second communication amount representing communication amount of the user terminal in the estimation period in a case where the handover is not executed. The processor controls execution of the handover when the handover condition is satisfied and the first communication amount is larger than the second communication amount.
