    Abstract: An object herein is to prevent a congestion situation from being deteriorated due to intrusion of an autonomous driving vehicle into the congested area, to thereby make more efficient the logistics utilizing autonomous driving vehicles while controlling them. A vehicle supervision device includes: communication unit; an obstacle identification unit that acquires obstacle information externally through the communication unit, to thereby individually identify autonomous driving vehicles and obstacles other than these vehicles; a congestion degree evaluation unit that evaluates a congestion degree per each area; and a driving instruction unit that, when there is the autonomous driving vehicle that is going to enter the area evaluated to be congested, sends to that autonomous driving vehicle, an instruction for causing the vehicle to avoid entering that area. Further, a vehicle supervision system includes: the vehicle supervision device; an autonomous driving control device; and a roadside monitoring device.
