    Abstract: A UE transmits an INVITE message (call origination request) for an emergency call to an E-CSCF. The E-CSCF receives the INVITE message through an eNB and determines a PSAP of a connection target of the emergency call based on the received INVITE message. When there are multiple emergency call categories (for example, Fire and Ambulance) associated with an emergency telephone number allocated to the PSAP, the UE transmits the INVITE message including P-Emergency-Sub-Category indicating the multiple emergency call categories to the E-CSCF. The call control unit determines the PSAP based on the multiple emergency call categories included in the received INVITE message.
