    Abstract: A building management and optimization system and method are disclosed. An asset tag can be physically associated with a submeter that may not be connected with a communication network. The submeter can be configured to track and measure consumption of a utility service associated with a tenant occupying at least part of a building in accordance with a lease. The consumption can be an instance of a tenant-incurred cost of above standard tenant services use. A mobile computing device can have a reader for reading the encoded representation of the physically associated submeter and can receive an input signal representing a meter reading of the associated submeter. An application for execution on the mobile computing device can receive an identity of the associated submeter and the meter reading and determine whether the meter reading is valid.
