    Abstract: Method and apparatus of bit rate control for image compression are provided. The method includes the following steps. With respect to a color channel, image complexity of spatial domain image data of an image is obtained according to the spatial domain image data. A scale factor with respect to the color channel is estimated according to the image complexity and a target bit rate. During image compression of the image, frequency domain image data of the image is quantized according to the estimated scale factor.
