The composition can be non-aqueous and alkaline and can include sodium carbonate, sodium phosphate tribasic, sodium hydroxide and sodium metasilicate. The method includes preparing the composition and then delivering the composition to the target surface. The composition can further include a non-aqueous carrier and/or a pH buffer.
