    Abstract: A hub assembly includes a sector gear with teeth that extend over a segment of a gear circle. The sector gear has a lip along an interior circle within the gear circle and concentric therewith. The sector gear is bracketed by a pair of sector plates that have the general shape of a portion of a hollow cylinder. The lip and the plates are substantially a portion of a hollow cylinder with an inside that is a boundary of the interior of the hub assembly. A spring urges a pair of rotatable bearings into contact with a pipe that is within the hub assembly. A spring urges the blade into contact with the pipe the pipe. A motor causes a rotation of the hub assembly about the pipe, thereby cutting the pipe.
