    Abstract: The present invention relates to personal care compositions suitable for styling hair, comprising from about 0.01% to about 20% of a hair styling polymer, a polyorganosiloxane emulsion comprising a polyorganosiloxane dispersed as particles an average particle size of less than about 150 nanometers, and a surfactant system; from about 0.01% to about 10% of a silicone-polyoxyalkylene copolymer surfactant and a carrier comprising at least about 0.5% of a first solvent selected from the group consisting of water; water soluble organic solvents; organic solvents which are strongly to moderately strong in hydrogen-bonding parameter; and mixtures thereof; wherein the first solvent is other than a C.sub.1 -C.sub.3 monohydric alcohol, a C.sub.1 -C.sub.3 ketone and a C.sub.1 -C.sub.3 ether.
