A mapping module maps formats electronic medical record (EMR) data, which is mapped to the process map. A measurement and evaluation module determines metrics to evaluate a quality of care associated with the protocol and determines a population of the EMR data to use for the evaluation. A CQA engine evaluates the population of EMR data for compliance with the protocol based on the metrics and the process map.
