A boss part of the vane rotor has a plurality of metal plates layered with each other in an axial direction. At least one metal plate of the plurality of metal plates has a hole in which the stopper pin is inserted, and a nail projected from an inner wall of the hole toward the stopper pin so as to hold the stopper pin.
