The instruction unit (102) determines, based on the degree of congestion of the monitored facility, whether or not the monitored facility is congested. When the monitored facility is congested, the instruction unit (102) instructs a staff member in a venue including the monitored facility to resolve the congestion of the congested monitored facility.
