A transmission apparatus 100 uses an accumulation buffer control subunit 105 and a user buffer control subunit 106 to manage an accumulation buffer 102 of the transmission apparatus and a user buffer 153 of a playback apparatus. Upon receipt of a video data transmission request from the playback apparatus 150, the transmission apparatus 100 determines an accumulation buffer to be assigned to the playback apparatus.
