    Abstract: Fixing holes are formed around an opening of a housing. Holding members are each inserted into a corresponding fixing hole and are fixed to the housing by swaging. Two or more holding members are each provided with a corresponding protrusion member. Fitting holes and first insertion holes are formed around a central opening of a packing and the protrusion members are each fitted into a corresponding fitting holes. The packing is attached to the housing by fitting each of the protrusion members into the corresponding fitting hole. Fastening members are each inserted through a corresponding first insertion hole and a corresponding second insertion hole formed in a cover and are inserted into and fixed to holding members other than the above-described two or more holding members, so that the cover is attached to the housing.
