    Abstract: In the construction of a concrete surface formed by a plurality of slabs, sleeves are inserted into a slab while the concrete is still plastic. The slab is allowed to harden. Dowel bars are then inserted into the sleeves to provide load distribution among the slabs. Advantageously, the dowel bars are inserted into a slab only when construction of adjacent slabs is ready to proceed.
