    Abstract: A method and apparatus for energy assessment in a communication network. The network may consist of a number of different portions, such as network elements or sub-networks that may be evaluated separately. By methods described herein, the idle-power consumption and the incremental-power consumption may be determined and combined to form a total power consumption allocation. An equitable allocation may in this way be provided for each service that shares network resources, and in some cases for the network operator as well.
