Abstract: Various exemplary embodiments relate to a method of developing a cost estimate for a requirement applicable to one or more acquisition programs. The method may include receiving an indication of a requirement time frame, one or more applicable acquisition programs, and one or more work locations; documenting a source of the requirement; documenting a funding source for the requirement; generating one or more plans based on the time frame, applicable acquisition programs, and work locations, each plan requesting a non-cost estimate and information to support the estimate; receiving input into each of the generated plans; generating a plurality of cost entry sheets based on the time frame, applicable acquisition programs, and the received plan input; receiving cost estimates from the cost entry sheets; and generating an estimate of expenses applied to the funding source during the time frame.
