In one embodiment, the system and method of the present disclosure selects questions from a question database based on constraints defined by a user, and ranks the selected questions based on policies, metadata of students, and diagnostic metadata of selected questions. Then the system selects a set of questions having higher ranks and evaluates for accuracy and discrimination measures and selects the set of questions for generating the diagnostic assessment question paper if the values for the accuracy and the discrimination measures are higher than predefined values of accuracy and discrimination.
