    Abstract: Provided is an apparatus and method for encoding/decoding a moving picture based on adaptive scanning. The moving picture apparatus and method can increase a compression rate based on adaptive scanning by performing intra prediction onto blocks of a predetermined size, and scanning coefficients acquired from Discrete Cosine Transform (DCT) of a residue signal and quantization differently according to the intra prediction mode. The moving picture encoding apparatus includes: a mode selector for selecting and outputting a prediction mode; a predictor for predicting pixel values of pixels to be encoded of an input video based on the prediction mode to thereby output a residue signal block; a transform/quantization unit for performing DCT onto the residue signal block and quantizing the transformed residue signal block; and an encoder for adaptively scanning and encoding the quantized residue signal block based on the prediction mode.

    Abstract: The present invention relates to a method of separating rare earth elements from rare earth polishing powder waste by a hydrometallurgical process, the method comprising the steps of: synthesizing sodium rare-earth double sulfates by adding sulfuric acid and sodium hydroxide to the rare earth polishing powder waste; converting the sodium rare-earth double sulfates into rare earth hydroxides; and separating cerium (Ce), lanthanum (La), praseodymium (Pr), and neodymium (Nd) from the rare earth hydroxides by adding hydrochloric acid and sulfuric acid. The present invention makes it possible to recover 99% or more of rare earth elements, including cerium (Ce), lanthanum (La), praseodymium (Pr), and neodymium (Nd) from rare earth polishing powder waste, and enables the recovered rare earth elements to be recycled, thereby achieving great industrial economic benefits.

An abnormal behavior detection unit detects abnormal behavior based on user identifications (IDs) respectively corresponding to pieces of data, preprocessing of which has been completed. A spammer extraction unit extracts a spammer group using a user ID causing the abnormal behavior and an ID of a user group including the user ID.
