A borrowing base station apparatus includes a transmitter to transmit an idle resource borrowing message to a lending base station, and a receiver to receive, from the lending base station in response to the idle resource borrowing message, an idle resource lending message including information regarding whether to lend an idle resource of the lending base station, such that the transmitter transmits data to a terminal using the idle resource. The borrowing base station may borrow an idle resource from the lending base station to use the borrowed idle resource to perform data transmission.
