The cooperative communication system includes a transmitter that generates a codeword from data blocks based on a long message encoding scheme, and multicasts a signal including the codeword; relays, each relay configured to receive the multicasted signal, encode the multicasted signal using a encoding scheme independent from encoding schemes of other relays to generate a random-mapped signal of the data blocks, and relay the random-mapped signal of the data blocks; and a receiver that receives signals relayed by the relays, and generates the data blocks from the signals based on a joint decoding scheme.

Abstract: An image coding method and apparatus considering human visual characteristics are provided. The image coding method comprises (a) modeling image quality distribution of an input image in units of scenes such that the quality of an image input in units of scenes is gradually lowered from a region of interest to a background region, (b) determining a quantization parameter of each region constituting one scene according to the result of modeling of image quality distribution, (c) quantizing image data in accordance with the quantization parameter, and (d) coding entropy of the quantized image data.

Channel qualities of cells available for communication with an electronic device and cell loads stored are checked in a scheduling table, when a service flow configuration request message is received for providing a service flow to the electronic device is received. Radio access bearer configuration request messages, which include individual data rates to be supported by each of at least two cells, are transmitted to the at least two cells, when the service flow requires configuring bearers of the at least two cells. The service flow is provided through the bearers, when radio access bearer complete messages are received from the at least two cells.

Abstract: A method of powerline communications in a powerline communications (PLC) network including a first node and at least a second node. The first node transmits a data frame to the second node over a PLC channel. The second node has a data buffer for storing received information. The second node runs a flow control algorithm which determines a current congestion condition or a projected congestion condition of the data buffer based on at least one congestion parameter. The current congestion condition and projected congestion condition include nearly congested and fully congested. When the current or projected congestion condition is either nearly congested or fully congested, the second node transmits a BUSY including frame over the PLC channel to at least the first node. The first node defers transmitting of any frames to the second node for a congestion clearing wait time.
