A control circuit changes the threshold when the first pixel is associated with an entry, when an entry is added, or when the fused entry is generated and an entry is added. The association circuit determines whether a second pixel in the image will be associated with an entry, based on the changed threshold. A palette encoding circuit encodes the image by using the palette.
