    Abstract: A video signal of one field is applied to a high frequency component measuring device which measures the high frequency component strength Q of the image of the video signal. The video signal of one field is also applied to a field memory. A look-up table memory carries a plurality of quantization tables each containing parameters. The parameters are aligned in a matrix format in the quantization table. The strength Q is used for selecting one quantization table which is appropriate for reducing the size of coded video signal. A JPEG compression device compresses the video signal from the field memory by DCT operation to produce compressed signal, which is an alignment of a plurality of coefficients aligned in a matrix format. The coefficients are divided by corresponding parameters in the selected quantization table to reduce the size of the compressed signal.
