Oil-in-water type lip cosmetic excellent not only in secondary adhesion-less effect but also in gloss feeling and fit feeling is obtained by combining a dimethyl silicone oil having a particular viscosity with a film-forming agent including a hydrocarbon-based polymer incompatible with the silicone oil.
