In an angle range in which the arm 3 is in contact with the enlarged diameter curved surface portion 6, the arm 3 is pushed in a rotation outward direction at the time of rotation such that the tape stretched from the roll tape 1 to an object 9 is wound around the object 9 while being pulled out. In an angle range in which the arm 3 is not in contact with the enlarged diameter curved surface portion 6, the tape previously pulled out from the roll tape 1 is wound around the object 9 while being wound up on the object 9.
