The first base station forms a first cell (6). The plurality of second base stations (1-1 and 1-2) forms a plurality of second cells (5-1 and 5-2) each including a portion thereof partially overlapping with the first cell. The control apparatus (10) executes uplink transmission power control for a target second cell (5-1) by using a resource parameter (R1) which increases and decreases in accordance with a sum of usage amounts or sum of usage rates of uplink resources in the plurality of second cells (5-1 and 5-2).
