    Abstract: Techniques for distributed charging in digital telecommunications networks are disclosed. In one particular embodiment, the techniques may be realized as a method that includes provisioning a data path that carries a plurality of network flows, receiving a shared usage quota associated with the plurality of network flows, and allocating the shared usage quota among the plurality of network flows. For each network flow among the plurality of network flows, the method includes providing the data path with data indicative of an amount of the shared usage quota allocated to the network flow, configuring the data path to collect metering data associated with the network flow, and configuring the data path to enforce the shared usage quota based on the metering data associated with the network flow and the amount of the shared usage quota allocated to the network flow.

    Abstract: Systems and methods are disclosed for directing a mobile device user with insufficient mobile credit to secondary pay sites. A PCRF receives a request from a mobile device corresponding to a user. The PCRF detects credit associated with a user mobile network usage account is below a threshold and assigns a tag to the request, the tag including redirect site information and secondary site information, the redirect site information including at least one network identifier corresponding to a redirect site and the secondary site information including at least one network identifier corresponding to a payment site accessible by the user when the credit associated with the user mobile network usage account is below the threshold. The PCRF transmits the request and the corresponding tag to a PCEF for routing the user to the at least one of the redirect site and the at least one payment site.

The computing device determines a traffic type associated with the packet, the traffic type including one of Hypertext Transfer Protocol (HTTP) traffic, Hypertext Transfer Protocol Secure (HTTPS) traffic, and non HTTP or HTTPS traffic. The computing device determines a domain name based on the traffic type and determines a service to apply to the packet based on the domain name.
