    Abstract: When a first loading of a first access node is determined to meet a loading criteria, a handover criteria is decreased for a second access node comprising a coverage area at least a portion of which is within a coverage area of the first access node. A handover is performed of at least one of a plurality of wireless devices from the first access node to the second access node when a signal level of the second access node received at the at least one of the plurality of wireless devices meets the decreased handover criteria. Changes are determined in the first loading and in a throughput provided to the at least one of the wireless devices, and the handover criteria for the second access node is adjusted based on the changes in the first loading and the throughput provided to the at least one wireless device.

A probability of performing a first handover of the wireless device to a second access node and a second handover of the wireless device from the second access node to the first access node within a predetermined period of time is also determined. Based on the application requirement, the traffic class indicator, the wireless communication link load, and the determined probability, a context maintenance time is calculated, and a timer is started using the context maintenance time when the first handover is performed, and communication session information related to the communication between the wireless device and the first access node is maintained until the timer expires.

    Abstract: A method and system for resolving handover in the presence of coverage area identifier conflict is disclosed. In a market area in which an LTE RAN and CDMA RAN operate, a base station receives a PCI that indicates a particular one of the LTE coverage areas detected by a mobile terminal. The base station determines that at least two of the LTE coverage areas have the particular PCI. Thereafter, the base station determines which one of the LTE coverage areas is the particular LTE coverage area that was indicated by the particular PCI based at least in part on a particular PN offset that indicates a particular CDMA coverage area of the CDMA RAN. The base station then arranges for handover to the particular LTE coverage area.

The network may refer to an algorithm, such as a Transmission Control Protocol (TCP) congestion control algorithm, that specifies how sizes of successive data segments increase over time to predict the size of the next data segment based on the sizes of the one or more data segments.

These maps are correlated over selected periods of time to determine when, and where, large numbers of wireless devices are both moving and creating problematic traffic. Stationary wireless devices using an access node in the problem area are identified before the selected time period (e.g., 30 minutes before commuting time). These stationary wireless devices are handed over to a reserved frequency band. During the selected time period, wireless devices requesting access in the problem area are denied access using the reserved frequency band and are instead forced to use another frequency band.

    Abstract: Systems and methods are described for balancing wireless network load between band classes using automatic neighbor relations or another similar protocol. Serving cells may use neighbor lists to determine a number of first neighboring cells associated with band classes, the band classes being defined by signal frequencies. Over one or more periods of time, each of the serving cells may receive network characteristics for second neighboring cells. The neighbor lists may be reconfigured based on the network characteristics, and a number of second neighboring cells in each of the band classes in the reconfigured neighbor lists may be compared with the number of first neighboring cells in each of the band classes to determine a preferred band class for each serving cell or within a cluster of serving cells. Wireless devices may be instructed to initiate wireless connections with cells outside the preferred band class.

A timer can be initiated after receiving the second request. The timer can be based on a mobility of the wireless device, a load of the wireless communication network, and an application requirement of an application running on the wireless device.     Abstract: The delivery of paging messages to an access node are delayed based on an estimated paging message load currently being handled by the access node. When a mobility node receives a request that requires a wireless device to be paged, the mobility node refers to an estimate of the current paging load on an access node. This estimate can be based on the number of paging messages that have been sent to the access node that have not elicited a response and have not expired. If the estimated load is less than a threshold amount (e.g., 80%), then the paging message can be sent to the access node without further delay. If the estimated load is greater than the threshold amount, then an amount of time to wait before sending the paging message to the access node is selected or calculated.
