Patent number: 8483718Abstract: Networks and methods are disclosed for accurately determining the location of a mobile device for a UMA network. When placing a special number call, such as a 9-1-1 call, the mobile device transmits access point identifiers (AP-ID) for a plurality of the access points accessible to the mobile device. A UNC in the UMA network receives the plurality of AP-ID's from the mobile device. The UNC is connected to a location system and transmits the AP-ID's to the location system over the connection. The location system receives the AP-ID's over the connection and queries an access point database that stores a location for each access point registered in the database. The location system then identifies a plurality of locations for the plurality of access points from the access point database, and estimates the location of the mobile device based on the plurality of locations identified for the plurality of access points.Type: GrantFiled: February 28, 2007Date of Patent: July 9, 2013Assignee: West CorporationInventor: Kuen-Yih Hwang

Patent number: 8224360Abstract: A system for handling special number calls placed from a calling instrument using a text messaging format includes: a plurality of message handling units configured in at least one communication network accessible by the calling instrument. At least one selected message handling unit of the plurality of message handling units operates to recognize an extant call placed from the calling instrument using a special number and expressed in the text messaging call format. The plurality of message handling units cooperates to effect querying the calling instrument to ascertain a substantially pinpoint geographic location of the calling instrument substantially contemporaneously with the extant call. The plurality of message handling units cooperates to use the geographic location for routing the extant call to at least one selected special number answering station coupled with the at least one communication network and situated generally proximate with the geographic location.Type: GrantFiled: December 10, 2007Date of Patent: July 17, 2012Assignee: West CorporationInventors: Kuen-Yih Hwang, John Lawrence Snapp, Michael Arthur Koepke

Patent number: 8204520Abstract: A system and method that overrides the initial destination number of an SMS message based on the destination number in the message itself. The communications device, a serving MSC or STP checks the destination address and overwrites the default SMSC address with a local special number service center address when it detects a special number destination address recognized anywhere in the world (e.g., 9-1-1, 1-1-2, 1-1-0, etc.). The message is then delivered to a local special number service center. The special number service center then delivers the message to an answering point, which then communicates with the caller.Type: GrantFiled: May 29, 2007Date of Patent: June 19, 2012Assignee: West CorporationInventor: Kuen-Yih Hwang

Patent number: 8190179Abstract: A system for treating special number calls placed from a calling instrument using a text messaging format; the system including: a plurality of message handling units configured in at least one communication network accessible by the calling instrument. At least one selected message handling unit operates to recognize an extant call placed using a special number from the calling instrument in a first the text messaging format. The message handling units cooperate to effect conveying a response communication to the calling instrument when the extant call is detected. The response communication alerts a user of the calling instrument to a return communication conveyed via a return communication channel supporting at least one locating function. The calling instrument employs the locating function to provide a substantially pinpoint geographic location of the calling instrument to at least one receiving message handling unit via the return communication channel.Type: GrantFiled: December 14, 2007Date of Patent: May 29, 2012Assignee: West CorporationInventor: Kuen-Yih Hwang

Patent number: 8180316Abstract: A system and method automatically routes in-vehicle emergency calls to an automatic crash notification (ACN) call center using information provided by the calling mobile device in the call set up message. An operator at the ACN call center is presented with an identification of a public safety answering point (PSAP) that serves the location of the vehicle. The ACN operator may then conference in the PSAP if needed. The provided information is displayed at both the ACN operator's position and at the PSAP. Alternatively, the call is routed to the PSAP first or to both the PSAP and the ACN call center simultaneously.Type: GrantFiled: May 29, 2007Date of Patent: May 15, 2012Assignee: West CorporationInventor: Kuen-Yih Hwang

Publication number: 20100093306Abstract: A system for effecting wireless emergency service communication using text messaging includes: (a) at least one network configured for treating received text messaging; each respective network identifying emergency service text communications among the received text messaging; (b) at least one request distributing unit coupled with the at least one network for receiving the emergency service text communications; and (c) at least one emergency service network coupled with the at least one request distributing unit. Each received emergency service text communication is evaluated by at least one of a network and a request distributing unit to ascertain a communication originating locus relating to each received emergency service text communication. Each received emergency service text communication is distributed within the at least one emergency service network by at least one request distributing unit according to the respective communication originating locus.Type: ApplicationFiled: October 9, 2008Publication date: April 15, 2010Applicant: WEST CORPORATIONInventors: Kuen-Yih Hwang, Shreenidhi Bharadwaj, Michael Arthur Koepke, Jennifer Ann Pierce

Publication number: 20090227253Abstract: A system for locating a dual-mode telecommunication calling instrument communicating in or among a plurality of networks using two communication protocols, each respective network of the plurality of networks including at least one respective communication access unit coupled with a respective controller unit and a respective switching unit for routing communication to a called unit, includes: a data base coupled with each respective controller unit and with each respective switching unit. The data base cooperates with each respective controller unit to store location information substantially when the calling instrument begins communicating in the respective network coupled with the respective controller unit. The respective switching unit in the respective network coupled with the respective controller unit employs the location information to effect the locating.Type: ApplicationFiled: March 5, 2008Publication date: September 10, 2009Applicant: WEST CORPORATIONInventor: Kuen-Yih Hwang

Patent number: 7529352Abstract: A system and method to enable a local communications systems to respond appropriately to all extra-jurisdictional emergency dialing numbers by connecting the call to an interactive emergency language system. Additionally, and importantly, the system uses the dialed emergency services number as an initial indication that the caller may need a translator, an emergency services operator that has language skills associated with the country or countries where the emergency dialing code is used, or both. The interactive emergency language system interactively determines the preferred language of the caller and causes the call to be routed to a public safety answering point position that has the appropriate language skills. If the language cannot be determined or there is no local support for the selected language, then the call is bridged to a translation agency and the call is routed to the PSAP that serves the geographic location of the caller.Type: GrantFiled: July 19, 2006Date of Patent: May 5, 2009Assignee: Intrado Inc.Inventor: Kuen-Yih Hwang
