    Abstract: A video encoder generates a Network Abstraction Layer (NAL) unit that contains a plurality of encoded picture partitions of the video data. The video encoder generates a bitstream that includes a variable-length value that represents an entropy-encoded first syntax element, a variable-length value that represents an entropy-encoded second syntax element, and fixed-length values that represent offset syntax elements. Lengths of each of the offset syntax elements are determinable based on the first syntax element. A video decoder uses the first syntax element, the second syntax element, and the offset syntax elements when decoding the encoded picture partitions.

The picture partitions are associated with non-overlapping subsets of the treeblocks of the picture. The video encoder generates a coded slice network abstraction layer (NAL) unit that includes encoded representations of the treeblocks associated with a slice of the picture. The coded treeblocks are grouped within the coded slice NAL unit into segments associated with different ones of the picture partitions. The video encoder pads one or more of the segments such that each of the segments begins on a byte boundary.

    Abstract: A negative dielectric anisotropic liquid crystal compound containing 2,3-difluorophenyl, and a preparation method and use thereof are disclosed. The compound has a general structural formula as shown in Formula I. The negative dielectric anisotropic liquid crystal compound has a negative dielectric anisotropy (??), and has cyclobutyl or cyclopentyl as a terminal group. Compared with conventional liquid crystal compounds with a flexible alkyl chain as a terminal group, the compound of Formula I according to the present invention has the advantage of high clearing point, and enables extension of the application range of a liquid crystal mixture because a positive correlation exists between the clearing points of the liquid crystal mixture and monomer liquid crystal compounds. In addition, the compound can increase the absolute value of the negative dielectric constant of the liquid crystal mixture, thus having an important application value.

    Abstract: A method of encoding scalable video data having multiple layers where each layer in the multiple layers is associated with at least one other layer includes identifying one or more layers using a first identifier where the first identifier indicates decoding dependency, and identifying reference pictures within the identified one or more layers using a second identifier. The coding of the second identifier for pictures in a first layer is independent of pictures in a second enhancement layer. As such, for all pictures with a certain value of DependencyID, the syntax element frame_num is coded independently of other pictures with different values of DependencyID. Within all pictures with a pre-determined value of DependencyID, a default frame_num coding method is used.
