    Abstract: This invention provides a cutting device used in making a cut mask, which includes a hollow frame with a lower flat sliding surface and a cutter supported rotatably and with tension by a supporting arm secured to the frame, with the point of the cutting edge of the cutter being offset from the axis of rotation of the cutter that is orthogonal to the lower sliding surface, and which makes it possible to hold the cutter constantly at a set angle under a certain pressure, thereby facilitating the work of cutting.
