The dispersion can be handled easily because the dispersion medium is water. In the case of using the dispersion for cosmetics, the dispersion can be suitably used when an inorganic powder subjected to a water-repellent treatment is mixed in an aqueous cosmetic. A dispersion in which an inorganic powder subjected to a water-repellent organic surface treatment is uniformly dispersed in water, wherein the contents of a water-repellent inorganic powder, a dispersant, and water is 80% by weight or more based on the total amount of the dispersion.
