The network device may reconfigure a new resource set based on the information, and notify the terminal device of the new resource set by using downlink control information DCI. In other words, a reference signal in another resource set is triggered by using the DCI, and the reference signal in the resource set is reported for link recovery.

The terminal device sends the first uplink data at the actual transmit power.
