The capsules are placed into an interior of a rotatable housing and may be preheated. The dry powder coating composition is sprayed into the interior of the housing while the rotatable housing is rotating to produce a uniform coating of the dry powder coating composition on the outer surface of the capsules. The coated capsules are cured form a substantially uniform cured.

The coated cores are cured form a substantially uniform cured film after which one or more orifices are produced through the uniform cured film to expose the outer surface of the cores at a position of each of the one or more orifices.
