    Abstract: Provided is an apparatus and method for encoding/decoding moving pictures based on adaptive scanning. The moving picture apparatus and method can increase a compression rate based on adaptive scanning by performing intra prediction onto blocks of a predetermined size, and scanning coefficients acquired from Discrete Cosine Transform (DCT) of a residue signal and quantization differently according to the intra prediction mode. The moving picture encoding apparatus includes: a mode selector for selecting and outputting a prediction mode; a predictor for predicting pixel values of pixels to be encoded of an input video based on the prediction mode to thereby output a residue signal block; a transform/quantization unit for performing DCT onto the residue signal block and quantizing the transformed residue signal block; and an encoder for adaptively scanning and encoding the quantized residue signal block based on the prediction mode.

    Abstract: Since joint scalable video coding (JSVC) adopts a scheme in which numbers are assigned to all of the pictures according to the order in which the pictures are displayed, it is difficult to detect a drop (or loss) of a key picture and thus it is difficult to effectively take action against an error caused by the loss of the key picture. The present invention provides a coding method of detecting a loss of a key picture by numbering key pictures in JSVC in which predictive (P) pictures have a closed-loop structure and of effectively taking action against an error in the case of a loss of a key picture, and a codec using the coding method.

    Abstract: Provided are a bS derivation process and a deblocking filtering method and apparatus using illumination compensation and/or chrominance compensation, such as a multi-view video coding, in a picture coding/decoding process in which a prediction coding is performed. If neither of the two blocks are intra-coded, neither of the two blocks do contain a none-zero transformed coefficient, and motion compensation for the two blocks is performed based on the identical reference frame and the absolute difference between the horizontal or vertical components of the two motion vectors of the two blocks is less than 1, the bS of the two blocks is derived by considering whether the two blocks are coded by illumination compensation (IC) according to an embodiment of the present invention. Specifically, if both of the two blocks are coded by IC mode or neither of the two blocks are coded by IC mode, bS is set as such a value that filtering is unnecessary.
