    Abstract: Disclosed are a data management system and method of distributing a digital content file by using an on-off hybrid blockchain network technology, in which transaction information data having a large volume is processed on an off-blockchain network and the final results of each transaction are recorded on an on-blockchain network. The system and method have an advantage of increasing the number of transactions that can be processed per second, thereby enabling distribution of a large volume of data. In addition, the system and method can encourage every node across a network to participate in distribution of data as file senders by rewarding each of the nodes for the participation on the basis of the contribution of each node.
