The UE may monitor the Physical Broadcast Channel (PBCH) for a given duration in attempt to decode the On Demand SI(s) without initiating a RACH procedure. If the UE fails to decode the On Demand SI(s) within the given duration, the UE may initiate a RACH procedure to obtain the On Demand SI(s).

    Abstract: A system and method for operation of a user equipment (UE) to determine a cellular network bottleneck in a downlink channel, and an apparatus for use in a UE for determining the same. A UE may determine a burst of network traffic from network traffic received from the cellular network during a series of transmission time intervals. The UE may analyze resource allocations to the UE during the burst to determine an extent to which the cellular network is busy. The UE may determine that the cellular network is experiencing a bottleneck based at least in part on the analysis of the resource allocations to the UE in the burst.

A further method performed by a station connected to a PLMN that includes identifying cells of the PLMN available for the station to camp on, determining whether the station is capable of executing packet switched calls, when the station is not capable of executing packet switched calls, determining whether the identified cells have a neighbor cell that supports CSFB voice calls and prioritizing the cells that are identified as having neighbor cells that support CSFB voice calls.
