A system is provided in a first network for receiving and holding information from other second networks relating to provided services, quality of services and cost, and for transmission of corresponding information from the first network to the other second networks so that selection of second networks for data transmission may be performed in accordance with criteria defined in the first network, such as desired quality of service, cost, etc.
