The UE determines if there is any uplink packet filter assigned to at least one bearer that matches the uplink data packet. When there is no uplink packet filter that matches the uplink data packet and when there is no uplink packet filter on the default bearer, the UE determines that the uplink packet should be transmitted to the PDN using a default bearer.
