The monitoring apparatus transmits an alert if the following sequence of events is determined: (1) at a first point in time the cellular telephone is in the vehicle and the ignition is on (2) at a 10 second point in time after the first point in time the ignition is switched off (3) at a third point in time after the second point in time the cellular telephone is no longer in the vehicle and it is determined there is a human or other animal in the vehicle.

The server keeps a log of reported variable values for the specific vehicle, periodically compares the variable values reported with the at least one set of variable values indicating an alert status, and issues an alert accordingly.
