    Abstract: A UTRAN sends a Radio Bearer Setup message to a UE, which indicates that SRNS relocation is to be performed and that a new RB is to be established in a first domain. The UE receives the Radio Bearer Setup message and assigns a first START value to a START_VALUE_TO_TRANSMIT variable according to the HFNs of all established RBs in the first domain. The UE the generates a START list containing entries corresponding all domains, including the first domain. The UE fills the entries with corresponding START values, synchronizing the entry corresponding to the first domain to hold a value that is identical to the value of the START_VALUE_TO_TRANMIT variable. The UE then composes a reply message that includes the START list, and sends the reply message to the UTRAN. The UE utilizes the START_VALUE_TO_TRANSMIT variable to set an HFN of the new RB. In a second embodiment, the response message includes both the START list and the START_VALUE_TO_TRANMIT variable. The START list is applied to all RBs but the new RB.

    Abstract: A user equipment (UE) transmits a first START value to a serving radio network controller (RNC), and utilizes the first START value as a most-recently transmitted START value. A serving radio network subsystem (SRNS) relocation procedure is then initiated between the UE, the serving RNC and a target RNC. In response to the SRNS relocation procedure, the serving RNC transmits a SRNS relocation information container to the target RNC. The SRNS relocation information container includes the START value of each CN domain and the Latest configured core network (CN) domain. The target RNC utilizes the START value of the Latest configured CN domain to initialize the hyper-frame numbers (HFNs) of radio bearer RB2. The UE re-establishes RB2 and utilizes the first START value to initialize the HFNs of RB2. The UE then transmits a response message to the target RNC on RB2.

    Abstract: A wireless communications device supports a Radio Resource Control (RRC) layer having a plurality of states, which include states in which no uplink communications is possible with a base station. The RRC layer receives a reconfiguration procedure from the base station that initiates a base station relocation procedure for the wireless device. The wireless device transmits confirmation information to the base station in response to the reconfiguration procedure. The RRC layer receives acknowledgement that the base station successfully received the confirmation information. Finally, while in one of the previously mentioned states, and in response to the acknowledgement, the RRC layer re-establishes a Radio Link Control (RLC) entity supported by the wireless device to effect the base station relocation procedure. In another embodiment, the RRC layer re-establishes the RLC entity when transitioning to a state in which uplink activity is possible.
