The fuel cell catalyst can be used to manufacture a membrane electrode assembly having a catalyst layer of high density and high dispersion by solving the problem of aggregation of catalyst particles occurring during the formation of the catalyst layer, by using a catalyst including a polydopamine-coated support. In addition, the method for manufacturing the fuel cell catalyst does not require a solvent because the catalyst including the polydopamine-coated support, wherein from 0.1 to 1% of the hydroxy groups contained in catechol groups of the polydopamine are replaced by halide atoms, in solid phase are simply heat-treated by solid-to-solid dry synthesis which allows manufacturing of a fuel cell catalyst in a short time by eliminating the need for a washing process using a solvent and an extraction process for sampling after the synthesis.
